AQUIS national opportunity

LRNG and 2G ethanol are alternative applications of the same hydrogen producer gas capacity. They must not be added together as simultaneous outputs.

Executive summary

Poland represents a potential initial Syngas Project market of approximately 42 AD clients, supporting 1.97 AQUIS take-off island equivalents. This is sufficient to justify one complete three-island AQUIS cluster attached to a Polish CAMPUS. The target capacity represents either approximately 49.2 MW of continuous LRNG or 157,000 litres/day of 2G ethanol, subject to feedstock testing, engineering and project-specific mass balances.

Poland has approximately 11.1 operating AD plants per million residents, compared with Germany’s benchmark of 125.1. Poland’s installed AD deployment density is therefore only 8.9% of Germany’s. By total plant count, Poland is approximately 4.0% of the scale of Germany’s AD market. This does not mean that Poland possesses only 8.9% of Germany’s technical capability. It demonstrates that the Polish market remains substantially under-deployed relative to its population, agricultural base and organic-resource availability.

The market has historically concentrated on CHP electricity and heat. This position began changing materially in September 2025 when the Südzucker installation at Strzelin became Poland’s first biomethane facility connected to the gas distribution network. The strongest immediate AQUIS opportunity is the existing agricultural and food-processing market, where 2024 reporting identified approximately 7.55 million tonnes of feedstock and more than 6 million tonnes of digestate from the agricultural-biogas segment alone. The wastewater market adds a separate sludge-conditioning opportunity, including large metropolitan facilities such as Warsaw’s Czajka plant.

Poland’s first market entry should combine AQUIS EPS testing and recurring filter services with direct work for selected larger agricultural, food-processing and wastewater installations. Take-off infrastructure should follow through one complete AQUIS cluster at a Polish CAMPUS. CUMULUS should be integrated from the first cluster to provide producer-gas filtration, monitoring and gas-quality assurance.

Syngas Project assigns Poland a priority of 4.3 out of 5. Its present deployment is modest, but the combination of strong organic-resource availability, new biomethane support, grid-connection activity, freight-fuel development, domestic Syngas Project capability and the wider Polish CAMPUS programme makes it a priority market.

National AD market register

The consolidated national total requires care because agricultural plants, landfill-gas installations, wastewater plants, industrial plants and microinstallations are maintained in different registers. The 415-plant figure is appropriate for national planning, while 181–192 plantsrepresents the more precisely documented agricultural subset.

Market position compared with Germany

Germany’s much higher plant density reflects decades of support for agricultural biogas and a very large population of small and medium plants. Poland’s lower density indicates substantial development capacity, but future Polish growth may not reproduce Germany’s historic model.

Poland is likely to develop through a combination of:

  • Larger agricultural and food-processing facilities.
  • Existing CHP plant modernisation.
  • Biomethane upgrading and grid injection.
  • Industrial circular-economy projects.
  • Bio-LNG production for road freight.
  • Sewage-sludge energy recovery.
  • Distributed agricultural micro-biogas plants.

This makes average plant capacity, feedstock security and gas destination as important as plant count.

AQUIS commercial opportunity

The 80:20 split is an initial planning assumption. It must be replaced progressively with installation-level data identifying plant size, feedstock diversity, contaminant loading and existing treatment equipment.

Market interpretation

Agricultural and food-processing AD

Agricultural AD is the best-documented Polish segment. In 2024, approximately 92% of reported inputs were wastes or residues. The principal inputs included distillery stillage, fruit and vegetable residues and slurry. This is important for AQUIS because Poland is not simply operating a maize-silage market: much of the existing sector already manages variable industrial and agricultural residues.

The market creates two different AQUIS client groups:

  • Smaller and relatively stable single-source agricultural plants suitable for AQUIS EPS.
  • Larger food-processing and multi-source plants requiring direct AQUIS Services, laboratory testing and site-specific treatment.

Sewage sludge

Poland produced approximately 580,700 tonnes of municipal sewage-sludge dry solids in 2022. Large wastewater plants already use anaerobic digestion and CHP, but the national market does not yet provide a single current figure for the proportion of sludge digested.

The wastewater opportunity is particularly relevant to AQUIS because sewage sludge can contain a more complex mixture of:

  • Microplastics and nanoplastics.
  • PFAS and other persistent organic substances.
  • Siloxanes.
  • Heavy metals.
  • Pharmaceutical residues.
  • Pathogens.
  • Grit and mineral matter.

This is a risk-based opportunity, not evidence that every Polish sludge or digestate stream is contaminated. Installation-level sampling is essential.

Feedstock competition

Poland currently has a low plant density, so national feedstock competition is less severe than in Germany. However, competition can become material around:

  • Distilleries.
  • Sugar plants.
  • Large livestock operations.
  • Food-processing clusters.
  • Municipal food-waste contracts.
  • Metropolitan wastewater facilities.

For lenders, the principal issue is not theoretical national feedstock potential. It is whether several projects within the same transport radius rely on the same contracted residues.

Current and emerging gas destinations

CHP

CHP remains the centre of the Polish biogas market. Agricultural plants produced approximately 1,012 GWh of electricity in 2024, of which about 841 GWh was sold. CHP will remain important because it provides dispatchable electricity and usable heat.

Poland launched a PLN 1 billion high-efficiency biogas CHP programme for new installations, expansion and modernisation of installations at or above 1 MW combined CHP capacity. NFOŚiGW biogas programme

The opportunity for Syngas Project is not to assume that all CHP plants will convert to biomethane. Plants with a reliable heat user may remain strong CHP assets. Plants with poor heat utilisation are more likely candidates for upgrading, take-off or alternative fuel production.

Local gas-grid injection

Südzucker’s Strzelin sugar plant became Poland’s first grid-connected biomethane installation in September 2025. Its expanded biogas infrastructure is rated at 45 MW, produces more than 9,000 m³/hour of biogas, and includes four 10,000 m³ digesters, two post-digesters, digestate purification and a 9 km gas connection. PSG Strzelin project

This is one of the strongest indicators that the market is moving beyond CHP.

Public transport and CRNG

Poland already has an established base of CNG buses and refuelling depots. Approximately 800 gas-powered buses were reported in operation by 2021, although a current national biomethane share is not separately reported. The infrastructure creates a substitution opportunity: certified biomethane can replace fossil CNG without requiring an entirely new propulsion platform.

For due diligence, the current opportunity should be described as CNG infrastructure capable of accepting biomethane, rather than an established national bio-CNG bus market.

Road freight and LRNG

ORLEN is developing a planned network of 21 bio-LNG refuelling stations for medium and heavy road transport. Its Głąbowo project is designed to produce more than 7 million m³/year of biomethane, equivalent to approximately 5,500 tonnes/year of bio-LNGORLEN Głąbowo project

This is strategically important for AQUIS because it demonstrates a developing Polish market for liquefied renewable methane rather than electricity alone.

Marine fuel

The Port of Gdańsk has truck-to-ship LNG bunkering arrangements, and LNG bunkering has also taken place in the Tri-City ports. Port of Gdańsk LNG infrastructure

No material Polish marine bio-LNG volume has been verified. The opportunity is therefore prospective: Polish LRNG could use existing LNG handling and bunkering capability if it satisfies sustainability certification, traceability and FuelEU Maritime requirements.

Strategically important installations

PGB operates 21 plants with approximately 22 MW of electrical capacity and close to 192–200 GWh/year of electricity production. It has stated a target of 2 TWh/year of biomethane-equivalent capacity by 2030PGB operating portfolio

AQUIS treatment opportunity

The immediate commercial value is not based on claiming contamination everywhere. It is based on providing measurement, controlled filtration, traceability and an alternative route where direct land application is unsuitable.

CUMULUS opportunity

Filter quantities, change-out frequency and commercial value cannot be calculated responsibly until gas flow, contaminant loading and replacement criteria are defined.

Market support and expansion

Poland’s 2026 biomethane programme provides a direct signal of market acceleration:

The wider government position identifies PLN 800 million for biomethane and PLN 1 billion for biogas support. This does not remove project risk, but it improves the probability that the current connection pipeline will convert into operating projects.

Poland is not yet a European AD market leader by plant density. Its priority comes from the difference between current deployment and future capability, combined with:

  • Syngas Project’s domestic development base.
  • The Polish CAMPUS programme.
  • Large agricultural and wastewater resource availability.
  • The transition from CHP to multiple gas destinations.
  • The first grid-connected biomethane installation.
  • A significant grid-connection pipeline.
  • Public biomethane and CHP support.
  • Emerging bio-LNG freight infrastructure.
  • Access to Baltic marine-fuel markets.

Due-diligence conclusion

Poland should be treated as a priority development market, not as a mature AD market. Its present plant density is less than one-tenth of Germany’s, but Poland has substantial agricultural, food-processing and wastewater resources and is now establishing the policy and gas infrastructure required for biomethane.

The immediate AQUIS opportunity is recurring EPS and treatment services. The infrastructure opportunity is one initial three-island cluster, followed by replication as client contracts and feedstock inventories are secured.

The strongest CUMULUS opportunity is integration with the first AQUIS take-off cluster, followed by gas-quality and filtration services for external biomethane, sewage-gas and industrial-biogas clients.

The recommended next step is to rank the first 42 Polish prospects by plant scale, feedstock complexity, digestate volume, gas destination, subsidy expiry, grid access and contaminant-testing requirement.
