Portugal has 3.31 million ha of forest and one of the most commercially significant private forest estates in Europe. This primary forest resource supports 22.3 TITAN clusters before downstream wood markets are included. Portugal’s large pulpwood, sawmill, wood-products and circular-resource economy increases the total identified national opportunity to 82.2 TITAN clusters. Portugal is therefore a strong TITAN market, with an additional strategic advantage: active removal of forest residues can contribute to wildfire-risk reduction and improved forest management. Portugal’s national forestry framework confirms the overwhelmingly private ownership structure of its forest estate, while Eurostat continues to identify Portugal as a country with substantial timber removals relative to forest growth.

Portugal is geographically well suited to a three-CAMPUS structure.

The country is relatively narrow north-to-south, with the principal forest resource distributed across northern and central Portugal and significant additional forest systems extending southward.

Terrain becomes more difficult in parts of northern and central Portugal, but the country does not contain mountain barriers sufficient to undermine the CAMPUS model.

The strategic approach is therefore to locate TITAN infrastructure on accessible road and rail corridors and allow residues to move from upland forestry toward the processing centres.

All three CAMPUS can access meaningful forest and downstream wood resources.

2. Primary Forest Opportunity

3. Sawmill Residues

Portugal has a large commercial wood economy relative to its size.

Its forestry sector is strongly linked to pine, eucalyptus, pulp and paper, cork, sawmilling and wood processing.

Portuguese roundwood production has historically operated in the range of roughly 9–11 million m³/year, with substantial removals relative to forest growth.

Portugal already has strong competing uses in pulp, panels, pellets, process heat and biomass energy.

4. Wood Manufacturing Residues

Portugal has an established wood-products industry encompassing furniture, panels, flooring, pallets, joinery, construction products and packaging.

The wood-manufacturing residue resource provides:

These residues are geographically concentrated and therefore attractive from a logistics perspective.

Portugal’s roads, railways, electricity corridors, municipalities, parks, tourism infrastructure, managed landscapes and forest-urban interfaces generate significant woody residues.

6. Reclaimed Wood

Portugal’s construction sector, furniture industry, pallets, packaging, demolition activity and tourism infrastructure create a substantial reclaimed-wood resource.

Wildfire is a major forest-management challenge. Removal of non-merchantable woody material, thinning residues and other accumulated forest fuels can potentially create a direct alignment between TITAN feedstock procurement, productive forest management and wildfire-risk reduction. Portugal’s national forest accounting framework explicitly recognises fire as a material forest-management disturbance. 

The development strategy should therefore establish three regional CAMPUS, prioritise organised private forestry and landscape-management groups, integrate public and community forest where available, and develop sawmill, manufacturing, Park & Avenue and reclaimed wood as additional resource layers.
